OPEN TENDER NO. S&T/Works/ 4 -2010
   
 

1. Sealed tenders are invited for and on behalf of the President of India for execution of work as given below:

   
 
1.1

Name of Work:

SURVEY, DESIGN, SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF TRAIN PROTECTION WARNING SYSTEM (TPWS) BETWEEN DUMDUM – NEW GARIA SECTION OF METRO RAILWAY, KOLKATA.

1.2 Location: Metro Railway Kolkata , India
1.3 Estimated Cost : Rs.30,00,00,000.00 (Rupees thirty crore only).
1.4 Earnest Money : Rs.16,50,000.00 (Rupees sixteen lakh fifty thousand only).
1.5 Time of closing and opening of tender box:

Tender Box will be sealed at 15.00 hrs. of 24.06.2010 and will be opened at 15.30 hrs. on the same day.

1.6 Time of Completion:

Within 12 (Twelve) months from the date of issue of Letter of Acceptance.

1.7 Validity of Offer:

Minimum 120 (One hundred twenty) days from the date of opening of the Tender .

1.8 Commencement of sale of Tender Document:

10.05.2010 at 11:00 Hrs

1.9 Pre Bid Conference 18.05.2010 at 16:00 Hrs, Venue: 10 th Floor Meeting Room, Metro Rail Bhavan, Kolkata - 700071

Mode of Submission of Tender:

   
2.1
Tender complete with all documents duly initialed and stamped by the Tenderer on all pages in duplicate for both Packet I & Packet II marked separately as ORIGINAL and DUPLICATE, enclosed in separate sealed cover for each packet, super scribed as “ Tender No. S & T /Works/ 4 – 2010 – Packet – I(ORIGINAL/DUPLICATE)/PACKET – II(ORIGINAL/DUPLICATE) ” must be sent by registered post to the office of Chief Signal & Telecom Engineer, Metro Railway, Kolkata so as to reach not later than 15:00 hours on 24.06.2010 or deposited in a Tender box allotted for the purpose in the office of Chief Signal & Telecom Engineer, Metro Railway, Kolkata along with soft copy(except commercial bid) for complete Tender Documents and Technical Documents(except for Technical Drawings to be given as hard copy). This Tender box will be sealed at 15:00 hours on the same day. In case of discrepancy, the information and data given in the submitted document marked as ‘ORIGINAL' will be considered.
   
2.2

Mode of Purchasing of Tender :

   
   
2.2.1
Non transferable tender documents may be purchased by the Tenderer from the office of the Chief Signal & Telecommunication Engineer, Metro Railway, Metro Rail Bhavan, 33/1, Jawaharlal Nehru Road, Kolkata – 700 071 on any working day on payment of non refundable amount of Rs. 10,200.00 (Rupees ten thousand two hundred only) per copy. The amount may be deposited in cash from 11.00 hrs. to 15.00 hrs. under Allocation head 20-8198-08 with the Divisional Cashier, Metro Railway, Metro Rail Bhavan (1 st floor), 33/1, Jawaharlal Nehru Road, Kolkata – 700 071 and Money Receipt issued against the cash deposit may be submitted in the office of Chief Signal & Telecommunication Engineer, Metro Railway, Kolkata.
 

 

2.2.2

Non-transferable tender documents may be obtained by speed post on payment of Rs. 500.00 in addition to the cost of Tender Documents by sending a Demand Draft drawn in favour of “FA & CAO, Metro Railway, Kolkata” to the Chief Signal & Telecom. Engineer, Metro Railway, Kolkata.

   
2.2.3
Tender Documents can also be downloaded from the website www.mtp.railnet.gov.in or www.kolmetro.com and be deposited as per Para 2.1 along with demand draft drawn in favour of “FA & CAO, Metro Railway. Kolkata” towards cost of Tender Documents. However if, in the process of downloading and printing of Tender document from Website there be any discrepancy and disparity with original document, Railway will not be responsible for that and the offer will be summarily rejected. It is to be noted that the down loaded copy of the Tender Document contains Bar Code, Water Mark and Signature of the Railway official on each page.
   
3.

Qualifying criteria:

   
3.1 GENERAL
   
3.1.1
A Tenderer or any of its constituents partners, who has been blacklisted by any organization or whose contract for Railways works of similar scope and nature to the proposed work has been rescinded or who has abandoned any Railway work of similar scope and nature to the proposed work in the last five years prior to the date of opening of tender, shall not be considered eligible.
   
3.1.2

The prospective Tenderer should have completed in last 3 financial years (i.e. current year and 3 previous financial years) at least one similar single work for a minimum value of 35% of advertised tender value of work.

   
 

In case of an offer of system which has been working successfully outside India , eligibility will be decided on the basis of ‘purchase power parity' and fulfillment of ‘cross acceptance criteria' as specified in the special condition of contract of this tender.

   
 

Similar nature of work physically completed within the qualifying period, i.e. the last 3 financial years and current financial year (even though the work might have commenced before the qualifying period) should only be considered in evaluating the eligibility criteria.

   
 
The total value of similar nature of work completed during the qualifying period and not the payments received within qualifying period alone, should be considered.
   
 
In case, the final bill of similar nature of work has not been passed and final measurements have not been recorded, the paid amount including statutory deduction is to be considered. If final measurements have been recorded and work has been completed with negative variation, then also the paid amount including statutory deduction is to be considered.
   
 

However, if final measurements have been recorded and work has been completed with positive variation but variation has not been sanctioned, original agreement value or last sanctioned agreement value whichever is lower should be considered for judging eligibility.

   
 
In the case of composite works involving combination of different works, even separate completed works of required value should be considered while evaluating the eligibility criteria.
   
 

For example, in a tender for bridge work where similar nature of work has been defined as bridge work with pile foundation and PSC superstructure, a tenderer, who has completed one bridge work with pile foundation of value 35% of advertised tender value and also has completed one bridge work with PSC superstructure of value 35% of advertised tender value should be considered as having fulfilled the eligibility criterion of having completed single similar nature of work.

   
 
Similar nature of works is defined as “Design, Supply, Installation, Testing and Commissioning of On Board Computer based Train Protection system.”
   
3.1.3

Total contract amount received during the last three financial years and in the current financial year should be a minimum of 150% of advertised tender value. Copy of audited profit and loss account for the last three financial years should be submitted as proof of annual turn over.

   
 
Tenderers MUST fulfill these eligibility criteria and they MUST submit a certificate OR document to this effect along with the Tender document. Tender document not accompanying these, are liable to be REJECTED.
   
3.1.4

Non – Indian firms can quote through their respective Indian Representative with full commitment of system (including hardware and software) support for supply, installation, testing and commissioning of system and there after for its maintenance during warranty and post
warranty maintenance for 5 years. The Indian representative must meet the eligibility criteria of having done one single Railway Signaling work of ‘installation, testing and commissioning including electronics equipment such as Electronic Interlocking/Axle counter/AFTC/Train protection system or a combination of these , in the last three financial year (i.e. current year and 3 previous year) of a minimum value of 35% of advertised tender value of work.

   
4.

Manner of depositing Earnest Money:

   
 

The Earnest Money is to be deposited in cash with Divisional Cashier, Metro Railway, Metro Rail Bhavan (1 st floor), 33/1, Jawaharlal Nehru Road, Kolkata – 700 071 and the money receipt to be submitted along with the Tender Documents.

 
OR
 
The earnest money can be deposited in the form of Deposit receipts, Pay Orders or Demand Drafts executed by State Bank of India or of any of the Nationalized Banks or by a Schedule Bank.
 
The Deposit Receipts, Pay Order and Demand Drafts referred to above should be made in favour of “Financial Adviser & Chief Accounts Officer, Metro Railway, Kolkata”.
   
5.

Previous Earnest Money:

   
 

No previous Earnest Money or Security Deposit etc. submitted earlier in connection with any tender(s), whatsoever will be adjusted towards the present nor any such request or correspondence will be entertained. Tender not accompanied with requisite earnest money will be summarily rejected.

   
6.

Late/Delayed Tender:

   
 

Any delayed or late tender received after the aforesaid time & date is liable to be summarily rejected at the sole discretion of the Metro Railway.

   
7.

TWO Packet System

   
7.1 Sealed Tenders shall be accepted under a Two-packet system i.e.
   
 

PACKET-I Technical bid (ORIGINAL and DUPLICATE copies)
PACKET-II Commercial bid (ORIGINAL and DUPLICATE copies)
along with soft copy(except commercial bid) for complete Tender Documents and Technical Documents (except for Technical Drawings to be given as hard copy)

   
7.2
Only Packet-I i.e. Technical bid shall be opened on 24.06.2010 at 15:30 hrs in the presence of the Tenderer or his representative as may be present in the office at that time.
   
7.3 Tenderer may please submit their offer in Two packets which shall contain the following:
   
A)

PACKET-I Technical bid
•  Earnest money deposit.
•  A tentative scheme and program of the work.
•  The schedule of quantities (including annexure) without unit rates.
•  Technical specification and system details.
•  Other details as called for in Tender Document.
•  The Tender Document (Packet I) duly signed and stamped on all pages.

   
B) PACKET-II Commercial bid
   
 

•  The schedule of quantities with unit rates quoted against each item
•  Other related commercial details, if any
•  The Tender Document (Packet II) duly signed and stamped on all
pages.

   
7.4

No alternative proposal is acceptable.

   
7.5
The Tenderers, who are found to comply with Technical Specifications and System requirements, will be informed by Metro Railway in due course. The commercial bid (Packet-II) of eligible Tenderers shall be opened subsequently on a nominated day. The date of opening of commercial bids shall be informed to eligible Tenderers. The commercial bid shall be opened in the presence of Tenderers or their representatives as may be present in the office at that time. The commercial bid of remaining Tenderers will be returned unopened along with their respective earnest money duly released as per provision laid down in para 5(d) of Tender Form (Second Sheet) and 5(c) of Part-I of the Tender document.
