The president of India, acting through the Dy. Chief Electrical Engineer/POH, Metro Railway, Kolkata invites sealed Tenders for the following works, from bonafide, reliable and established firm having adequate experience, expertise and financial capacity in the field of “Repair, rewinding and overhauling of AC/DC rotating machines of Rolling Stock application of capacity 21 KW and above with multilayer windings”.

Minimum Eligibility Criteria : The Tenderers should fulfill the eligibility criteria mentioned below: -

The intending Tenderers should have physically completed at least one similar single work i.e. “ Repair, rewinding and overhauling of AC/DC rotating machines of Rolling Stock application of capacity 21 KW and above with multilayer windings .” within the qualifying period i.e. the last 3 financial years and current financial year (even though the work might have commenced before the qualifying period) for a minimum value of 35% of advertised Tender value of work.

The total value of similar nature of work completed during the qualifying period and not the payments received within qualifying period alone should be considered. In case, the final bill of similar nature of work has not been passed and final measurements have not been recorded, the paid amount including statutory deduction is to be considered. If final measurements have been recorded and work has been completed with negative variation, then also the paid amount including statutory deduction is to be considered.

However, if final measurements have been recorded and the work has been completed with positive variation but the variation has not been sanctioned, original agreement value or last sanctioned agreement value whichever is lower should be considered for judging eligibility.

The Technical eligibility criteria of having undertaken at least one similar work of minimum value of 35% advertised tender value in last three financial years may be dispensed with in case of sources approved by RDSO for the work described at 2(i)(a)(i). For claiming this dispensation firm have to submit copy of valid approval certificate issued by RDSO.

The financial eligibility criteria (viz. the turnover of the firm from contractual payment received against supply / contracts during the last three financial years plus current financial year till the date of tender opening should be minimum of 150% of the tender value) shall be applicable to only those firms who do not figure in the RDSO's approved list for undertaking works described at 2(i)(a)(i).

Work executed with Central/State Govt./Semi Govt. Organizations/ Authorities/ PSUs shall be considered to qualify above Eligibility Criteria. Certificate from the private individuals for whom such works are executed/being executed shall not be considered.

The Tender Document (NOT TRANSFERABLE) may be obtained in person from the office of the Chief Electrical Engineer/RS, Dum Dum Car Depot Complex, Metro Railway, Kolkata-700090 on any working day (Monday to Friday from 10.00 hrs. to 17.30 hrs and Saturday from 10.00 hrs to 15.00 hrs) on the production of cash receipt for the sum as stated above, towards the cost of the Tender document, after depositing the amount with FA & CAO/ Cash & Pay, Metro Railway, Metro Bhavan (1 st floor), 33/1, J.L. Nehru Road, Kolkata – 700071 against the Head of Allocation 9365299 on any working day (Monday to Friday) with the Divisional Cashier, Metro Railway, Kolkata.
