TENDER NOTICE |
| |
|
1. |
The president of India, acting through the Chief Electrical Engineer/RS, Metro Railway, Kolkata invites sealed Tenders for the following works, from bonafide, reliable and established firm having adequate experience, expertise and financial capacity in the field of “Repair / Rehabilitation / Manufacturing of Rolling Stock Traction Motors of above 90 KW”. |

|
(i) |
Minimum Eligibility Criteria :
The Tenderers should fulfill the eligibility criteria mentioned below: -
|
|
|
a. (i) |
The intending Tenderers should have physically completed at least one similar single work i.e. “ Repair / Rehabilitation / Manufacturing of Rolling Stock Traction Motors of above 90 KW ” within the qualifying period i.e. the last 3 financial years and current financial year (even though the work might have commenced before the qualifying period) for a minimum value of 35% of advertised Tender value of work. |

(ii) |
The total value of similar nature of work completed during the qualifying period and not the payments received within qualifying period alone should be considered. In case, the final bill of similar nature of work has not been passed and final measurements have not been recorded, the paid amount including statutory deduction is to be considered. If final measurements have been recorded and work has been completed with negative variation, then also the paid amount including statutory deduction is to be considered. |

However, if final measurements have been recorded and the work has been completed with positive variation but the variation has not been sanctioned, original agreement value or last sanctioned agreement value whichever is lower should be considered for judging eligibility. |
|
In the case of composite works involving combination of different works, even separate completed works of required value should be considered while evaluating the eligibility criteria. |

(iii) |
The Technical eligibility criteria of having undertaken at least one similar work of minimum value of 35% advertised tender value in last three financial years may be dispensed with in case of sources approved by RDSO for the work described at 2(i)(a)(i). For claiming this dispensation firm have to submit copy of valid approval certificate issued by RDSO. |

b (i) |
Total contract amount received by the tenderer during the last 3 financial years and current financial year should be a minimum of 150% of advertised tender value of work. In this connection Tender(s) has to produce attested certificate from the employer/client about contractual payment received for the work done, audited balance sheet duly certified by Chartered Accountant, etc. along with the tender offer. |

(ii) |
The financial eligibility criteria (viz. the turnover of the firm from contractual payment received against supply / contracts during the last three financial years plus current financial year till the date of tender opening should be minimum of 150% of the tender value) shall be applicable to only those firms who do not figure in the RDSO's approved list for undertaking works described at 2(i)(a)(i). |

c. |
Three years period mentioned above shall be reckoned from the date of opening of tender in question as originally advertised. The extended date of opening, if any, shall not be taken into account for the purpose of counting the above period of three years. Tenderer must enclose relevant certificates in support of above eligibility criteria in absence of which, their tender may be liable to be rejected. |

d. |
Work executed with Central/State Govt./Semi Govt. Organizations/ Authorities/ PSUs shall be considered to qualify above Eligibility Criteria. Certificate from the private individuals for whom such works are executed/being executed shall not be considered. |

| (ii) |
Qualifying technical requirement : |
|
|
|
The intending Tenderer should have fulfilled criteria / requirements / M&P/ testing facilities and other contained in the requirements as per STR No. RDSO/2008/EL/STR/0052(Rev‘0') issued by Research Design and Standard Organization, Manak Nager, Lucknow-226011 on the date of opening of tender . The tenderer has to submit the para wise compliance of STR and documentary evidence along with the offer that they fulfilled the condition of STR No. RDSO/2008/EL/STR/0052(Rev‘0'). Documentary evidence means proof of purchase / installation of the machine, equipment etc. In this connection tenderer has to submit the filled in proforma (A1 to A9) supplied with tender in relation to above mentioned STR. If any mandatory M & P, testing facility is not available with the tenderer they shall mention clearly the reason of not having the same with them (refer clause 5.3 of the STR No. RDSO/2008/EL/STR/0052(Rev‘0') . They shall also declare how the job shall be done in absence of the particular M & P, testing facilities. If firm outsource any activity the outsourced ISO 9001 certified firm shall have the requisite M&P, test facilities as per the STR for the outsourced activity. Detailed outsourcing planning to be submitted. |

3. |
Issue of Tender document will not however, automatically mean that Tender is fully qualified and Metro Railway reserve the right of assessing the capacity and the capability of the Tenderer to execute the contemplated contract, should the circumstances so warrant. |
|
|
4. |
Normally Late / Delayed tendered shall not be considered and shall be dealt as per guidelines of Rly. Board on this issue. |
|

Nehru Road, Kolkata – 700071 against the Head of Allocation 9365299 on any working day (Monday to Friday) with the Divisional Cashier, Metro Railway, Kolkata. The closer time and date is fixed. In case, the tender is not opened due to any unforeseen reason, the same will be opened in the next working day at the same time as mentioned above.
